GRPA began with discussions’ between experienced risk specialists and equally experienced engineers and analytics specialists. The main point of these discussions’ concerned the need for risk management to address the key business risks across high-risk sectors such as small to medium business enterprises, aged care and child care providers, and the private education sector. The term ‘high risk’ was deliberately applied given the number of failures of many small business operations ; both government and community focus on the quality of services provided by aged care & child care providers; and, lastly, the key role of the private education sector and their heavy reliance on providing quality curricula in an increasingly competitive market. Thus began two years of both research and analysis of the key risks facing these aforementioned sectors. The result: three purpose- built risk instruments as follows: Risk Context Profile (RCP) Instrument; the Business Impact Rating (BIR) Instrument; & the Risk Surveillance Centre (RSC); each instrument tailor-made for each sector.
